Down and out in Bacolod: hard times for the Philippines’ rural poor

Efren Cornessa is the mildest man you’ll ever meet. Stoic and ever-smiling, the sixty-one-year-old is recovering from a bout of illness. With high-blood pressure leaving him unable to work for long in the sun, he has been reduced to sweeping the streets of Talisay City in the island of Negros in the Philippines every morning between 4:00-6:00 a.m. Talisay (officially called “Talisay Negros Occidental”) is part of the wider “Metro Bacolod” metropolitan area. When I first met Efren back in November last year, he was running a sari-sari (i.e. convenience) stall (now shuttered) from the front of his home, replenishing […]

Creating more and better jobs by greening the economy

Environment Secretary Regina Paz L.Lopez is right: More and better jobs can be created if we pursue a greening strategy to develop poor communities nationwide. Millions, literally millions, of jobs can be generated by a green development strategy. How? Aside from the ecotourism projects that the good secretary mentioned for communities devastated by unregulated mining activities, the government may institute the following: First, undertaking greening and climate change-proofing for all barangays nationwide. These are growth locomotives and job generators, especially in depressed barangays that require renewal. Some United Nations agencies, the Department of Social Welfare and Development and local government […]

Hunger and unemployment

With the resumption of the Philippine National Police’s campaign against illegal drugs, we are concerned that the marginal and unemployed sector will again be ignored. I have consistently reiterated that the President should devote equal attention to other pressing issues in the country. The President’s approach has to transition from a local government perspective to that of a leader of nation. He is the Chief Executive. In all matters of government, the buck stops with him. I am sure the President is aware that we have one of the worst unemployment rates, despite being alleged as one of the Asia’s […]

The Neda said the PDP 2017-2022 adopted some […]
